If you are using subversion:

cd [RAILS_ROOT]
svn ps svn:externals "rails http://dev.rubyonrails.org/svn/rails/tags/rel_1-0-0/" vendor
svn up


not using subversion:

cd [RAILS_ROOT]
rake freeze_edge REVISION=3303
